Australia's General Skilled Migration programme is the rare immigration route that hands you permanent residence on grant day, not after five years of qualifying time on a work permit. The catch is the points. Pakistani applicants Google '65 points required', file an EOI at 70, and then wait 18 months without invitation. The real cut-off for ICT, engineering and accounting in 2025–26 invitation rounds is 80–90 points. Here is how to model your actual score, where the +5/+10/+15 uplifts come from, and how to pick between Subclass 189, 190 and 491.
Where the points come from
Points are awarded across nine categories. The big ones for most Pakistani applicants:
- •Age: maximum 30 points between ages 25–32, dropping to 25 at age 33–39, then 15 at 40–44. Zero from 45 onwards (and age 45 is the invitation cap).
- •English language: Competent (IELTS 6.0 each band) earns 0 points, Proficient (7.0) earns +10, Superior (8.0) earns +20. Superior English is the single most undervalued lever for Pakistani applicants.
- •Skilled employment: outside Australia 5 points for 3 years, 10 for 5 years, 15 for 8 years. Inside Australia worth more — 5 points for 1 year, 20 for 8 years.
- •Educational qualifications: 10 points for a recognised bachelor's, 15 for a master's or PhD, 20 for a doctorate.
- •Australian study: 5 points for two academic years of study at an Australian institution meeting the Australian Study Requirement.
Most Pakistani applicants under 32 with a bachelor's, Competent English and 5+ years of relevant experience land at 65–70 points before any uplift. That is the EOI pool floor — well below the invitation cut-off.
The uplifts that move you from 70 to 90
Five additional points categories exist specifically to lift competitive applicants over the cut-off:
- •Partner skills: +10 if your spouse has a positive skills assessment, Competent English and is under 45.
- •Partner English only: +5 if your spouse has Competent English but no skills assessment.
- •Single applicant (or spouse is Australian citizen/PR): +10.
- •Specialist education qualification: +10 for STEM master's or PhD from any recognised institution.
- •NAATI credentialled community language: +5.
- •Professional Year programme completed in Australia: +5.
- •Study in regional Australia: +5.
Subclass 189 vs 190 vs 491
Three Subclasses share the points-tested pool, but each has different residence commitments and points uplifts:
- •Subclass 189 (Skilled Independent): no sponsor, no residence commitment, full geographic freedom. Effective cut-off 85+ for most occupations. PR on grant.
- •Subclass 190 (Skilled Nominated): state nomination adds +5 to score. Two-year residence commitment in the nominating state. PR on grant. Effective cut-off 75–80 for many occupations.
- •Subclass 491 (Skilled Work Regional Provisional): regional state or family nomination adds +15. Five-year provisional visa, converts to Subclass 191 PR after 3 years regional living + AUD 53,900 income threshold.
For most Pakistani applicants in 2025–26 invitation rounds, state nomination (190 or 491) is the faster route. The +5 or +15 uplift gets you above the cut-off that you can't reach through 189 alone. The trade-off is the residence commitment, which is real but generally manageable if you accept that the first 2–3 years lock your geography.
The skills assessment bottleneck
Before you can lodge an EOI, the relevant occupation authority must assess your qualification and experience as suitable for your nominated ANZSCO occupation:
- •Australian Computer Society (ACS) for ICT — Software Engineer, Business Analyst, Systems Analyst, Network Engineer.
- •Engineers Australia (EA) for engineering disciplines — Civil, Mechanical, Electrical, Chemical.
- •VETASSESS for general professional, technical and trades occupations.
- •AHPRA for registered healthcare professions — Nursing, Medicine, Pharmacy.
- •CPA Australia / IPA / CA ANZ for accounting and audit.
The most common Pakistani problem is the ACS work-experience deduction. ACS may deduct 2–6 years of pre-qualification experience that it considers 'not closely related' to your nominated occupation, which kills your skilled employment points. I pre-screen every CV against the ACS Migration Skills Assessment criteria before any application is filed.
Building the file
The pre-EOI sequence we run for every Australia client:
- •Score model: calculate achievable points across all categories, including partner uplift.
- •Skills assessment: lodge with the relevant authority (typically 6–12 weeks).
- •English: book PTE Academic or IELTS — Superior band is worth +20 points and almost always worth the retake.
- •State nomination research: review which states are inviting your ANZSCO occupation this programme year.
- •EOI lodgement: aim for the highest defensible points score; SkillSelect is not a queue — invitations go to the highest-scoring EOIs in each round.
- •Visa lodgement after invitation: 60 days to lodge a complete visa application with all documents, medicals and police clearances.
