🇭🇺 Hungary

The lowest EU Blue Card threshold in the European Union. Plus Stipendium Hungaricum.

Hungary is often overlooked by Pakistani applicants and shouldn't be. The Stipendium Hungaricum scholarship — funded by the Hungarian government under bilateral agreements with Pakistan's HEC — covers full tuition, monthly stipend, dormitory accommodation and health insurance at 28 Hungarian universities, with ~200 Pakistan slots annually. On the work side, Hungary's EU Blue Card threshold sits around €21,000/year for entry-level applicants — the lowest in the EU — making it the most accessible sponsored route for early-career skilled workers from Pakistan.

How the Hungarian immigration system works in 2026

Hungarian immigration is administered by the National Directorate-General for Aliens Policing (NDGAP) under the Ministry of the Interior. Hungary is a full member of the EU and Schengen Area, so residence permits allow visa-free travel within Schengen for up to 90 days in any 180. The main long-stay visa categories: D Student visa, EU Blue Card, Single Permit (work and residence combined for non-Blue-Card employees), White Card for digital nomads (launched 2022), Family Reunification permit, and National Permanent Residence after 3 years (or EU Long-Term Resident after 5).

The Stipendium Hungaricum is Hungary's flagship international scholarship programme, established under bilateral agreements with 90+ countries including Pakistan. Pakistan's HEC nominates candidates each year for ~200 slots across 28 Hungarian universities. The scholarship covers full tuition (otherwise €4,000–7,000/year), monthly stipend (HUF 43,700/month for bachelor's, HUF 140,000/month for PhD), dormitory accommodation or housing contribution, and basic health insurance. Pakistani CGPA 3.0+ candidates with strong English (IELTS 6.0+) are competitive.

On the work side, Hungary's EU Blue Card transposes the EU directive with one of the lowest entry-level thresholds in the European Union: 1.5× the Hungarian average gross salary, which lands around €21,000/year as of 2026. This makes Hungary materially more accessible than Germany (€48,300), France (€53,836) or the Netherlands (€63,972) for Pakistani applicants in early-career IT, engineering and finance roles. After 5 years of legal residence Pakistani applicants qualify for EU Long-Term Resident status, which is portable to other EU states. Hungarian citizenship requires 8 years of residence and basic Hungarian language ability.

Hungary FAQ

Questions we hear most often

Pakistan typically gets 8–12 applications per available slot, so roughly 8–10% acceptance rate. CGPA 3.0+ from HEC-recognised universities is the floor; CGPA 3.5+ with strong IELTS (6.5+) is competitive. The most popular fields are Computer Science, Engineering (Mechanical, Civil, Electrical), Medicine and Business. Lesser-known fields like Veterinary Science, Agriculture, Forestry have higher acceptance rates because applicant pools are smaller. We coach the motivation letter and shortlist universities with best Pakistani placement records.

Yes — Hungary's EU Blue Card threshold at 1.5× the Hungarian average gross salary lands around €21,000/year, compared to Germany's €48,300, France's €53,836 and the Netherlands's €63,972. For an entry-level Pakistani software developer or engineer, this is materially more accessible. The trade-off is the Hungarian salary level itself — €21,000/year is a competitive Budapest tech wage but significantly lower take-home than Germany or the Netherlands. Many Pakistani applicants use Hungary as a 1–2 year stepping stone, then leverage EU Blue Card mobility to move to Germany or Austria after 12 months.

For most international tech, finance and academic roles in Budapest, no — companies operate in English and the labour market test for Single Permit doesn't require Hungarian. For EU Long-Term Resident status after 5 years and Hungarian naturalisation after 8 years, basic A2 Hungarian and a civics test are required. We recommend every client start free Magyar Nyelvi tanfolyam (Hungarian language) classes within 6 months of arrival; municipal courses are heavily subsidised for legal residents.

Yes, after 12 months in Hungary. The EU Blue Card directive permits portability to most other EU member states (Denmark and Ireland opted out). The receiving state issues a new Blue Card under its own threshold rules. This is why Hungary works well as an entry point — get the Blue Card under Hungary's €21,000 threshold, build 12 months of EU work experience, then apply to a German or Dutch role at their higher thresholds (€48,300 or €63,972) once your CV has European experience added.
