How the Dutch immigration system works in 2026

Dutch immigration is governed by the Vreemdelingenwet 2000 (Aliens Act) and the surrounding Vreemdelingenbesluit and Vreemdelingencirculaire. The IND (Immigratie- en Naturalisatiedienst) processes nearly all applications and publishes a public sponsor register that lists every Dutch employer recognised to hire non-EU workers. Status is dependent on the sponsor, not the role: switch employers within the recognised-sponsor network and your permit follows you, no fresh visa needed. This is the single most underrated feature of Dutch immigration. It means once you have an HSM permit at one Dutch tech company, you can move to another recognised employer in Eindhoven or Rotterdam without restarting your visa.

The Highly Skilled Migrant (Kennismigrant) route dominates Dutch employer-led hiring of Pakistani skilled workers. The salary threshold is published each year and indexed against the Dutch average wage. For 2026 it sits at €5,688/month gross for applicants aged 30 and above, €4,171/month for under-30s. Graduates of Dutch universities or graduates of the top-200 universities globally (ranked by THE or QS) qualify at a discounted €2,989/month threshold under the Orientation Year post-study programme, which is one of the cleanest graduate-to-employment pathways in Europe. The EU Blue Card is also available at slightly different thresholds and offers EU-wide mobility after 12 months.

Permanent residence under the Verblijfsvergunning onbepaalde tijd becomes available after 5 years of continuous lawful residence in the Netherlands. The integration exam (Inburgering) covering Dutch language at A2 level and Knowledge of Dutch Society must be passed before the application. Naturalisation runs on the same 5-year clock, with renunciation of prior citizenship as the general rule but significant exceptions. Pakistani citizens applying for Dutch naturalisation usually do need to renounce, which is the most important constraint to be aware of when planning the path. The 30% tax ruling for eligible newcomers reduces taxable income by up to 30% for the first five years, though the 2024 reforms tapered this to 30/20/10% across the period.

The IND publishes its public sponsor register at ind.nl. I work from that list every time I take on a Dutch HSM case, because applying to a non-recognised sponsor turns the process into a 3-month wait with paperwork burden on the employer that most Dutch employers won't accept. The big tech firms (Booking, ASML, Adyen, Philips), the major banks (ING, ABN AMRO, Rabobank), the top consultancies (BCG, McKinsey, Bain) and the global tax firms (Deloitte, EY) are all on the register. Specialist mid-market firms in your field are usually there too. We pre-filter your job search to recognised sponsors only.

The 30% ruling lets recognised migrants treat up to 30% of their gross Dutch salary as a tax-free allowance for relocation costs, applied for up to five years. To qualify you must earn above the threshold (€46,107 in 2024, indexed annually), have been recruited from at least 150 km outside the Netherlands, and be in possession of an HSM, Blue Card or comparable permit. The 2024 reforms tapered the rate to 30% for years 1-2, 20% for years 3-4, and 10% in year 5. The tax authority caps the ruling at the WNT salary cap (about €233,000 in 2024). Most Pakistani HSM clients qualify, and the savings on a typical €70,000 salary are substantial: about €8,000-€9,000 in year one alone.

For 12 months after graduating from a Dutch university or a top-200 university anywhere in the world (within 3 years of graduation), you can take any work including freelancing, with no salary minimum, no sponsor, no employer permit. When you find a long-term job offer that meets the discounted HSM threshold of €2,989/month, you switch directly to a Kennismigrant permit from inside the Netherlands. This single feature makes the Netherlands one of the cleanest first jumps into the EU for Pakistani graduates of Russell Group, IIT, top business schools and similar institutions.

Yes, and without restriction. Partners of Highly Skilled Migrant and EU Blue Card holders receive a dependant residence permit that includes unrestricted work rights from the date of issue. No work permit needed, no salary minimum, no employer sponsorship for the partner. The partner can take any job, become self-employed, or start a Dutch BV. This is the best partner provision in the EU and one of the main reasons dual-career Pakistani couples target the Netherlands first when planning their move.

Yes. The Verblijfsvergunning onbepaalde tijd (permanent residence) at year 5 and Dutch naturalisation both require passing the civic integration exam (Inburgering). The exam is administered by DUO and covers Dutch language at A2 level plus Knowledge of Dutch Society (Kennis van de Nederlandse Maatschappij). I recommend every client start free SFI-style Dutch classes within six months of arrival, because cramming for A2 in year 4 is much harder than learning at a steady pace from year 1.
