How the Canadian immigration system works in 2026

Canadian immigration is administered by IRCC under the Immigration and Refugee Protection Act (IRPA) and its regulations. The flagship economic route is Express Entry, which manages three programmes: Federal Skilled Worker (FSW) for foreign-experience applicants, Canadian Experience Class (CEC) for those with Canadian work, and Federal Skilled Trades Programme (FSTP) for trades. Your CRS score is computed from age, education (assessed via WES, ICAS, IQAS or CES), language (IELTS General/CELPIP for English, TEF/TCF for French), skilled work experience, Canadian education or experience, and a spouse factor. Higher scores get invited; lower scores wait.

Provincial Nominee Programs (PNPs) run alongside Express Entry. Ontario's OINP Human Capital Priorities stream, British Columbia's BC PNP Skills Immigration, Alberta's AAIP Express Entry stream and Saskatchewan's SINP each issue nominations that add 600 points to a CRS score — effectively guaranteeing an Express Entry invitation. PNPs come with a residence commitment to the nominating province. The Atlantic Immigration Program (Nova Scotia, New Brunswick, PEI, Newfoundland) is a separate employer-driven route with no CRS requirement.

Study permits are issued under the International Student Programme to those with a Letter of Acceptance from a Designated Learning Institution (DLI). Tuition must be paid in advance for at least the first year. The Post-Graduation Work Permit (PGWP) gives 1–3 years of open work rights after a Canadian programme of 8+ months. PR via the Canadian Experience Class after one year of skilled Canadian work is the most common Pakistani student-to-immigrant pathway. Citizenship is available after 3 years of physical presence in any 5-year window, plus a citizenship test and oath.

  3. September 2024PGWP eligibility tightened for public-private partnership colleges. Many Ontario PPP programmes no longer qualify for the Post-Graduation Work Permit.
  4. 2025–26 levels planFederal PR target reduced from 500,000 to 395,000 in 2025, then 380,000 in 2026 and 365,000 in 2027. Expect tighter CRS draws.

For a Pakistani applicant in their early 30s with a Master's degree, CLB 9 English and 5 years of skilled experience, the achievable score lands around 450–480 — borderline for general draws but strong for category-based or with provincial nomination. Yes — SDS Pakistan applicants get 20-day processing if eligible. Requirements: IELTS 6.0 each band (or French TEF B2), one year of tuition paid in advance, Provincial Attestation Letter, GIC of CAD 20,635 from Scotia, RBC, CIBC or other approved Canadian bank. Regular study permit processing for Pakistani applicants is 8–14 weeks. SDS is materially faster for any applicant who meets the criteria.

Children receive PR at the same time. After landing, spouse gets full open work rights and children qualify for free public schooling and provincial healthcare.

Yes. WES, ICAS, IQAS and CES all assess Pakistani HEC-recognised degrees against Canadian equivalents. A Pakistani 4-year BS is usually assessed as a Canadian bachelor's degree, worth 21 points in CRS for someone with a spouse, 23 points without. A Master's is assessed as a Canadian Master's, worth 25–29 points. We file the ECA before the Express Entry profile so it's ready when the profile goes live; ECA takes 4–8 weeks.
